Dalbin Osorio is an executive leader, clinician, and systemic organizer who has spent two decades at the intersection of human service and structural reform. Currently serving as the Executive Director of the Dyslexia Tutoring Program, Dalbin’s leadership is defined by a "strategic delusion"—the unwavering belief that the world we want to build is not just possible, but inevitable if we have the audacity to demand it.

A product of a single-parent, immigrant household, Dalbin’s professional journey began on the front lines, witnessing the indignities his mother faced while navigating a world that often lacked a seat for her. These early observations fueled a career dedicated to "building longer tables rather than higher walls." His foundation as a social worker—spanning both preventive services and the complexities of the foster care system—provided a visceral understanding of how systems fail the most vulnerable. This clinical perspective remains his anchor, ensuring that his policy work never loses sight of the human being at the center of the data.

Dalbin’s influence extends far beyond the clinical setting. A seasoned policy architect and organizer, he has managed high-stakes public and private partnerships to drive local and state-level change. His expertise is backed by a formidable academic and fellowship record: he is a former Maryland Education Policy Fellow, an Organizing for Action (OFA) Fellow, and holds dual Master’s degrees in Social Work and Education. He is currently finalizing his Doctorate in Education, further cementing his role as a scholar-practitioner who understands that education remains the "great equalizer."
